An individual F-35 would cost around $112 million today; however, that figure will decrease if planned buys unfold as anticipated, said Lt. Gen. Christopher Bogdan during a Senate Armed Services Committee’s airland panel on April 8.
“We’ve seen the price come down lot after lot, and [that] will continue well into the 2020s,” Bogdan said.
The target the program office has set is in Fiscal 2019, where an aircraft with a fully capable engine and full fly-off capability will cost between $80 million and $90 million.
The profile and size of the buy will have a great deal to do with this number in the near-term, as the US military will buy and produce 43 F-35s this year, 57 in 2016, 96 in 2017, and then 121 in 2018, according to current Future Year’s Defense Plan projections.
The number will rise to around 180 a year in the 2020s, he added.
“The price of this aircraft continues to come down, as long as we continue to buy in numbers” Bogdan said.
If buys are delayed or moved to out years, the unit cost will come down but not by as much, he added.

The Life Cycle Cost is not necessarily the definitive cost proposal for a program Since LCC estimates are often prepared early in a program’s life cycle—during Concept Definition. At this stage, there is insufficient detailed design information available to support preparation of a realistic, definitive cost analysis. These analyses are much more detailed and prepared perhaps several years later than the earliest LCC estimates. Later in the program, LCC estimates can be updated with actual costs from early program stages and should be more definitive and accurate due to hands‐on experience with the system.

Because of this, there have been multiple recommendations that fixed-wing aircraft be operated from the ships (primarily a flight group of F-35B Lightning II STOVL aircraft).
Although cross-decking with other nations' aircraft may occur, the RAN maintains that embarking Australian-operated, fixed-wing aircraft is not under consideration.

Norway says European cooperation on the Lockheed Martin F-35 is “essential” to keep the operational costs of the aircraft down.
Speaking in London April 29, Norwegian Defense Minister Ine Eriksen Søreide said: “If each country alone is to maintain its own aircraft, it will be too expensive. Collaboration is essential. Multinational solutions push prices down and provide opportunities for Norwegian industry to enter the field.”
Søreide was in London to meet U.K. Defense Minister Philip Hammond, where the two discussed enhanced defense cooperation between the two countries.
Back in March, officials from the F-35 programs in both nations discussed how they could cooperate and sketched out opportunities for closer engagement—particularly in the areas of pilot and technician training, possibly hinting at a joint training school for the F-35 for U.K. and Norwegian personnel.
Norwegian officials believe that a “suitable F-35 support system” must be in place in Europe by 2017.
“Britain, with operations areas similar to ours, is one of the countries we’d like to work with more closely on combat aircraft issues. We are keen to find good European solutions for operating and maintaining the new fighters,” Søreide added.
The minister also called for greater opportunities for Norwegian industry to get involved in the project.
Norway has a projected need for 52 F-35As to replace its aging F-16 fleet.
In 2013, the Norwegian government announced it was accelerating its plans to acquire the aircraft and authorized the purchase of 16 F-35As, with the first 12 due to be delivered during 2017 and 2018, becoming operational in 2019.
While the U.K. already has three aircraft, with a fourth due shortly, a long-expected order for its first squadron of 14 aircraft is now likely to be announced during the summer, when one of the RAF F-35Bs and two U.S. Marine Corps aircraft attend the Royal International Air Tattoo and Farnborough air shows.
The U.K. plans to begin flight operations in the country by 2018.
