UK ..... IOC entro il 2018 .....
The UK remains on target to achieve initial operational capability (IOC) with the Lockheed Martin F-35B in late 2018, with its personnel training and testing activities gathering pace.
Eight of the 11 short take-off and vertical landing aircraft so far accepted by the UK are now supporting training at the US Marine Corps' MCAS Beaufort facility in South Carolina, with the activity involving 140 of its personnel.
"By the end of this year it is planned that the UK will have 14 of these jets," the Ministry of Defence says.
The Royal Air Force's 617 Sqn will be reformed in the USA early next year, before bringing nine jets back to the service's RAF Marham base in Norfolk by mid-year, says Air Cdre David Bradshaw, the UK Lightning force commander.
The unit should secure IOC for deployable land-based duties by the end of 2018, he confirmed during the DSEI exhibition in London earlier this month.

P&W propone migliorie al motore F135 da applicarsi intorno all' anno 2023 .....
Pratt & Whitney will offer a drop-in thrust or fuel efficiency upgrade for the Lockheed Martin F-35’s engine as the fighter’s joint programme office develops options for the Block 4.2 upgrade package now scheduled to enter service in late 2023.
The Growth Option 1.0 proposal from P&W would improve the 43,000lb-thrust F135 engine’s acceleration force by 6 to 10% depending on the aircraft’s flight condition or reduce fuel consumption by 5% to extend the range of the tactical stealth fighter, P&W Military engines president Matthew Bromberg tells FlightGlobal in an interview.

500° pilota .....
The Air Force trained and graduated the 500th F-35 Lightning II pilot across the joint and international enterprise Sept. 19, 2017, at Eglin Air Force Base.
Maj. Chris Campbell, 461st Flight Test Squadron director of operations, is an F-16 Fighting Falcon test pilot with more than 1,000 fighter hours and 245 combat hours.
He began F-35 Lightning II fighter pilot training at the 33rd Fighter Wing this summer and became the 500th pilot to graduate the program.

After years of hearing about the new F-35 fighter plane that’s coming to Eielson Air Force Base, Interior residents may get to see one.
The 354th Fighter Wing announced Wednesday that one F-35A Lighting II will be at Eielson for testing this month.
It’s not one of the planes that will be stationed here in 2020.
On Oct. 17, 354th Fighter Wing Cmdr. David Mineau will talk with community leaders about the F-35A’s mission in Alaska, according to a new release from the 354th Fighter Wing.

The training mission will be the first appearance of the F-35 at Eielson, though not the first in Alaska.
In May, some F-35Bs - the Marine Corps variation of the F-35 - participated in the Northern Edge training exercise out of Joint Base Elmendorf-Richardson.

USAFE Hosts Coalition F-35 Symposium .....

US Air Forces in Europe hosted an international F-35 symposium at Ramstein AB, Germany, Oct. 3-5 to discuss the fifth generation fighter’s introduction into the European theater.
A total of 79 senior leaders from all branches of the US military, as well as eight allied nations, explored tactics, techniques, and procedures related to integrating F-35s into training.
The F-35 is an asset that “we’re fusing into the system that guarantees the sovereignty of the skies overhead our NATO nations and our great partners,” said USAFE commander Gen. Tod Wolters in a press release.
The F-35A’s first European deployment came in April to RAF Lakenheath, England.
The fifth-generation fighter also made its public demonstration debut at the Paris Air Show in June.

Hill AFB ..... nuovi arrivi .....
The 4th Fighter Squadron (FS) ‘Fighting Fuujins’ and 4th Aircraft Maintenance Unit (AMU) received a first F-35A at Hill Air Force Base, Utah, last Wednesday, September 27.
The latest Lightning II to arrive at Hill was tail number 5133.
The aircraft was flown in by Lt Col Yosef Morris, 4th FS commander, before being directed to its parking spot by Staff Sgt Timothy Ericksen, 4th AMU dedicated crew chief for the jet.

Il velivolo è arrivato ad Eielson .....
An F-35A Lightning II landed at Eielson AFB Oct 12 to participate in testing several aspects of the fifth-generation fighter aircraft.
This test’s purpose has two major outcomes: certifying the Norwegian drag-chute and demonstrating that the entire fleet of F-35As are capable of landing at a runway condition reading (RCR) of 7.
The RCR scale is based on how wet and dry each runway is.
A RCR 23 is considered a dry runway while an RCR 5 is compared to landing on ice.

Approximately 300 Airmen and 12 F-35A Lightning IIs from Hill Air Force Base, Utah’s 34th Fighter Squadron are set to deploy to Kadena Air Base, Japan for a six month rotation.
The aircraft and supporting personnel are scheduled to arrive at Kadena in early November.
This marks U.S. Pacific Command’s first operational tasking for the F-35A and builds upon the U.S. Air Force fifth-generation stealth fighter’s successful debut in the Indo-Asia-Pacific at the Seoul International Aerospace & Defense Exhibition (ADEX) earlier this month.

Questo volo era stato preceduto, in data 29 Ottobre, da una polemica nota da parte del Segretariato Generale della Difesa e Direzione Nazionale degli Armamenti che stigmatizzava il comportamento di un importante quotidiano generalista.
In tale nota si promettevano informazioni ufficiali su questo volo .....
"E com'è sempre accaduto in occasioni di effettivo rilievo - aggiunge la Direzione armamenti - ne sarà data notizia.
Così com'è stato per la prima trasvolata oceanica di un JSF, a suo tempo immediatamente diffusa dal Ministero della Difesa e ripresa da agenzie e giornali specializzati.
Sarebbe stato perció opportuno verificarne la veridicità prima di scriverne.
Le informazioni sul primo volo Stovl, quando avverrà - conclude la nota - saranno fornite puntualmente e attraverso i corretti canali istituzionali".

Ed ecco a Voi l' atteso e stringatissimo comunicato del Ministero della Difesa ..... che contiene però una precisazione molto importante .....
I piloti collaudatori effettueranno altri test, prima della consegna ufficiale del velivolo BL-1 all’Aeronautica Militare Italiana.

Lockheed Martin recently delivered F-35 Full Mission Simulators (FMS) to the Israeli, Italian, Japanese and Norwegian Air Forces – the first-ever deliveries to international F-35 operators.
The simulators are critical components of the pilot training capability at F-35 operating bases in these four countries, where they will facilitate pilot qualification training, continuation training and mission rehearsal training

I primi tre F-35A sono arrivati in Norvegia .....
Norway welcomed its first three F-35 joint strike fighters to Ørland Air Base on Nov. 3, the Norwegian government announced Saturday (*).
The aircraft aren’t the first F-35s to be delivered to Norway, as the country already has seven F-35A joint strike fighters stationed at Luke Air Force Base, Arizona, for training.
However, the new jets are the first F-35s to be permanently based in Norway.
The three aircraft took off from manufacturer Lockheed Martin’s production facilities in Fort Worth, Texas, at 6:35 a.m. Norwegian time on Nov. 3.
They landed at Ørland Air Base at 3:57 p.m. the same day.

La Germania sulla strada dello F-35 .....

Il CSM della Luftwaffe generale Karl Muellner si sbilancia a favore del velivolo ..... ma, da fonti ministeriali, piovono critiche .....
But officials at the Federal Ministry of Defence stressed that Muellner was speaking strictly from an operational point of view, leaving out financial, industrial and political considerations that would factor into a new acquisition.
“We are currently in the market survey phase,” a ministry spokesman told Defense News on Thursday, adding that the Air Force will not be the lone decider on which plane to pick.
At the same time, Muellner’s opinion would be heard, according to the spokesman.
E, come se non bastasse, i Tedeschi, dal punto di vista industriale, nutrono seri timori ..... essendovi la possibilità che i velivoli vengano acquistati direttamente negli USA o, peggio (ma questa è soltanto una mia malignità), vengano prodotti in Italia .....
“JSF is not a done deal,” said Christian Moelling, an analyst at the Berlin-based think tank German Council on Foreign Relations, using shorthand for the F-35′s other name, Joint Strike Fighter.
Moelling argued one big obstacle to an off-the-shelf aircraft from the Americans is that Germany’s industry would see little benefit in such a scenario.

Secondo AINonline ..... la Germania ha già chiesto il prezzo .....
Germany has sent a Letter of Request for Pricing and Availability for the F-35 to the U.S. government.
Lockheed Martin officials told AIN that they would assist in the U.S. response, which they expected would be made at the classified level.
Germany received a preliminary classified briefing on the F-35 last July.
Lockheed Martin brought its unclassified F-35 cockpit demonstrator to Berlin this week for The International Fighter Conference, organized by Defence IQ.

Ancora sulla Germania e lo F-35 ..... ecco cosa scrive John A. Tirpak sull' AIR FORCE Magazine dell' AFA .....
The F-35 Joint Program Office confirmed that Germany is taking steps to buy the Lightning II, but these moves are not yet final.
A new request for information is in the offing, after Luftwaffe and German government officials received a classified briefing on the Lockheed Martin F-35 in July, a JPO spokesman said.
Germany needs a minimum of 40 stealthy aircraft for strike to replace some of its swing-wing Tornado aircraft, which have been in service since the 1970s.
The new jets would complement Germany’s Eurofighter Typhoons.

Anche l' Italia al lavoro per una soluzione provvisoria dei problemi di sovranità che affliggono, al momento, il sistema ALIS .....
A spokeswoman for the Italian air force tells FlightGlobal that by the end of this year an Italian firm will implement a hardware filter for the ALIS data traffic, followed by an enhanced software solution in 2018.
The solution will automatically block messages and data the country does not wish to send, the spokeswoman says.
Each partner is able to modify its JSF system to protect its sovereign data, she adds.

La RAF sostiene di essere in grado di riuscire a far comunicare fra loro velivoli di 4^ e 5^ generazione ..... ma, come ovvio, preferisce mantenere il segreto sul 'come' .....
..... a top Royal Air Force officer explained at the show how the Eurofighter Typhoon is already demonstrating how a non-stealthy fighter can integrate with the Lockheed Martin F-35 in contested airspace.
The Typhoon is already equipped to send and receive data with the F-35s on Link 16, a NATO-standard datalink.
But Link-16 uses an omnidirectional antenna that is not compatible with the radio – Harris's Multi-function Advanced Data Link (MADL) – that the F-35 uses to communicate with other F-35s while in stealth mode inside contested airspace.
But the Typhoon has already demonstrated the capability to transmit and receive data with the F-35 in training flights and exercises in the USA, says Air Vice-Marshall Gerry Mayhew, air officer commanding for the RAF’s No 1 Group.
This is not something we’re dreaming of. This is something we’re doing,” Mayhew says.

Lockheed Martin is testing one of the most unique modifications to the F-35 Lightning II on icy runways on Eielson AFB, Alaska, this month.
US Air Force test pilots are testing that the drag chute, a modification spearheaded by the Royal Norwegian Air Force, slows the aircraft to a stop on icy runways near the Arctic circle, Lockheed says.
The certification process will continue over the next several weeks.

Base aerea di Marham ..... pale meccaniche al lavoro in attesa degli F-35B dei 'Dambusters' .....
Infrastructure works to prepare RAF Marham for the arrival of the F-35B Lightning multi-role combat aircraft next year are well underway at the Norfolk base.
Over £500m is being invested in new infrastructure under the banner of Project Anvil, named after a type of lightning.
When 617 Squadron, the Dambusters, arrive at RAF Marham next summer they will benefit from an extensive project which will includes the construction of the management, maintenance, training and operational facilities required for the new aircraft, and the refurbishment of 90% the airfield operating surfaces.

A recent round of testing on test range at China Lake, California validated the delivery accuracy of nine Block 3F weapons, including air interceptors such as Raytheon's AIM-120C7, AIM-9X and MBDA's ASRAAM interceptor.

Sixteen years after signing up as a Level 1 partner on the US military's Joint Strike Fighter programme, the UK is now just months away from welcoming its first examples of the Lockheed Martin F-35B to home shores.
Thirteen of the short take-off and vertical landing (STOVL) type have now been handed over to the UK military, with this total to increase to 14 by year-end.
Ten aircraft are being used in support of pilot and maintainer training at MCAS Beaufort, South Carolina, with Royal Air Force and Royal Navy personnel working alongside the US Marine Corps' VMFAT-501 squadron.
Three more are assigned to the UK's 17 Sqn operational evaluation unit at Edwards AFB in California, where its pilots are conducting operational testing, and developing tactics, techniques and procedures for the fifth-generation type.
Meanwhile, infrastructure work at RAF Marham in Norfolk – the future home base for the UK's Lightning IIs – has reached a key stage, under an investment worth more than £500 million ($672 million), launched in April 2016.
Current work includes a complete resurfacing of the shorter of the base's two runways in advance of the new aircraft arriving, with the main runway to later undergo the same process.
Three vertical-landing pads are at the start of their construction process.
A new maintenance and finishing facility is already built, and will be capable of accommodating up to eight F-35Bs simultaneously for in-service support, plus another two in painting.
Nearby, the UK's national operating centre has been completed, with Lockheed's autonomic logistics information system equipment to be installed from late November.
The facility will open early next year.
The squadron house for the RAF's 617 Sqn – the first UK frontline unit to introduce the Lightning II – is also in construction, along with another for the 207 Sqn operational conversion unit (OCU).
An integrated training centre will from the middle of next year receive four full-motion simulators and additional training equipment.
Elsewhere, 1980s-era hardened aircraft shelters built for the Panavia Tornado will be refurbished, and about 90% of existing taxiways resurfaced – all without disrupting operations involving the RAF's remaining Tornado GR4s.
To leave use in April 2019, the type has a key role in the UK's Operation Shader activity against Islamic State militants in Iraq and Syria, being flown from RAF Akrotiri in Cyprus.
UK Lightning force commander Air Cdre David Bradshaw – who also commands the RAF's Tornado operations – says the transition between the different generations of aircraft must be a seamless one.
Nine F-35Bs will arrive at RAF Marham in mid-2018, after making a transatlantic crossing accompanied by Airbus A330 Voyager tanker/transports.
The STOVL aircraft will support the work-up process for the reformed 617 Sqn, which should achieve initial operational capability next December.
Bradshaw says the unit will be cleared to deploy on international operations from early 2019, with its Block 3F software-standard aircraft having a UK-specific weapons fit comprising Raytheon Systems Paveway IV precision-guided bombs, plus MBDA ASRAAM and Raytheon AIM-120 AMRAAM air-to-air missiles.
Later, Block 4 additions will include MBDA's Meteor beyond-visual-range air-to-air missile and its extended-range Spear ground-attack weapon.
Bradshaw says 2018 "is going to be momentous", noting that the new type's introduction will occur during the centenary year of the RAF's formation.
The F-35B will, however, be a shared asset in UK service.
"This is a joint enterprise: at every level, every rank, every trade, there will be a mix," Bradshaw says.
The balance is set at 58% RAF personnel and 42% RN, with the senior and deputy command posts to always be held by officers from the services in that order.
Frontline squadron leadership posts will, however, alternate between the services on each staff rotation to enforce the joint ethos.
Nowhere will this be more evident than at sea, with the F-35B to combine with two new RN aircraft carriers to reinstate the UK's carrier strike role: lapsed since the early retirement of the Joint Force Harrier-operated BAE Systems Harrier GR9.
The RN's new flagship, the HMS Queen Elizabeth, will be commissioned by her namesake in Portsmouth on 7 December.
The 65,000t vessel will go on to host the first landings by an F-35B in the second half of 2018, during trials conducted off the US East Coast.
Further testing will be conducted in 2019 using the HMS Prince of Wales, which will be delivered with a so-called Bedford Array system installed, enabling pilots to employ a shipborne rolling vertical landing (SRVL) technique.
This will reduce wear and tear on the F-35's Pratt & Whitney F-135 engine and LiftFan vertical landing system, and enable the aircraft to return to the ship at a heavier weight.
"By the end of 2020, the F-35B will be operational off the aircraft carriers," Bradshaw says.
"It is at the very heart of the Lightning force to operate from land or sea – we will pick what is most appropriate at the time."
Capt Adam Clink, deputy Lightning force commander, notes that the use of SRVL will restore a "big-deck" carrier capability not seen since the HMS Ark Royal left service in 1979.
"It is a significant change from a ship safety point of view," he notes.
The UK has so far committed to acquiring 48 F-35Bs for delivery by 2024, under an allocation totalling £9.1 billion.
However, the nation's formal requirement over the life of the programme remains for 138 aircraft.
In addition to the 14 aircraft in its fleet by year-end, its firm backlog totals another three examples, ordered last year as part of the US programme's 10th lot of low-rate initial production (LRIP).
In written evidence submitted to the House of Commons Defence Select Committee in mid-November, Lockheed said the unit recurring flyaway cost for the UK's early F-35Bs has dropped from $161 million during LRIP-3 in 2009 to just over $122 million in LRIP-10: a fall of 24%. Its target is to reduce this to $105 million by the time of an LRIP-14 award.
Lockheed and several international customers – including the UK – are in favour of the US Department of Defense agreeing to a multiple-year contract for a total of 440 aircraft through LRIP lots 12 to 14, to benefit from cost savings ahead of the programme entering full-rate production.
The proposed three-year deal remains the subject of discussion between Lockheed and the F-35 Joint Programme Office.
The UK currently plans to order 17 aircraft through this period, after a single unit during LRIP-11.
Another 13 would be added through a proposed second multiple-year arrangement covering orders in 2021-2022.
About 150 UK Lightning force personnel are currently in the USA, including pilots, engineers and mission support specialists.
At MCAS Beaufort, the detachment represents "the kernel of what will become 617 Sqn", Bradshaw notes.
The UK's F-35 pilots hail from the RAF's Eurofighter Typhoon and Tornado GR4 communities, and the former Joint Force Harrier organisation.
Clink notes that the RN has maintained skills following the Harrier GR9's retirement via a long-lead specialist skills programme which saw its pilots take exchange posts flying Boeing F/A-18E/F Super Hornets with the US Navy.
In a significant milestone, the first of four ab initio pilots – two RAF and two RN – was expected to perform a debut flight in the F-35B around late November.
The first UK aircraft to receive Block 3F software has already been flown from Edwards AFB, and ski-jump testing has been completed at NAS Patuxent River in Maryland, where the UK has four test pilots assigned to an integrated test force.
Development of a training syllabus has established a 50:50 split between live and synthetic flying – a shift which Bradshaw describes as "a completely different approach".
"In the past, all of our training would have been airborne, with emergencies in the simulator," he notes.
"We are trying to make sure that we get the absolute most out of this aircraft."
The Lightning force OCU will move to RAF Marham in mid-2019, followed by a second frontline unit – 809 NAS – in 2023.
Longer term, a third combat squadron could potentially be accommodated at the Norfolk base.
With the UK planning to operate F-35s until at least 2048, Bradshaw says it is likely to also consider acquiring the Lightning II in its conventional take-off and landing variant.
This has increased range and payload capability, increased manoeuvrability and a lower unit cost than the STOVL type.
"I'd be really surprised if the A is not part of our future force mix," he notes.
