F-35 Prepares for First Combat Deployment .....

An F-35B from MCAS Yuma, Ariz., visited US Central Command headquarters at MacDill AFB, Fla., on April 4 to “inform CENTCOM senior leadership” about the strike fighter before the US Marine Corps variant heads to the Middle East, according to a USMC release (*).
The Marine variant, which will be the first F-35 to deploy to a combat environment, will be based aboard the amphibious assault ship USS Essex as part of the 13th Marine Expeditionary Unit.
The deployment, originally announced in 2016, is expected in the near future though no specific date has been announced.
In other F-35 news (**), on April 2 the Pentagon awarded Lockheed Martin another $211.3 million contract for Block 4.1 common capabilities pre-modernization efforts in support of preliminary design review for the USAF and international partners, which is slated for July 2019.
Block 3F, the version now being delivered, is the baseline version Lockheed was required to deliver under the development contract.
All previous jets are expected to be upgraded to 3F configuration.
Block 4 will be the “improved” version with more weapons, sensors, connectivity, etc.

The U.S. Department of Defense has stopped accepting most deliveries of F-35 jets from Lockheed Martin Corp because of a dispute over who will cover costs for fixing a production error, three people familiar with the matter said.
Lockheed confirmed on Wednesday that the Pentagon had halted deliveries of the jet over a contractual issue, but did not give further details.

Verso lo scioglimento del Joint Programme Office (JPO) .....
The US Department of Defense plans to eventually divide management of the Lockheed Martin F-35 Lightning II programme between two offices: one managed by the US Navy and Marine Corps, and another led by the US Air Force.
The Joint Programme Office, which currently handles the fighter programme, will ultimately be disbanded.
The plan was outlined in a letter sent to Congress in March from Ellen Lord, undersecretary of defence for acquisition and sustainment.
The letter was first reported by Inside Defense.
The DOD confirmed the letter and said it plans to develop a detailed implementation plan later this year.

The F-35 program expects to hit a major milestone in its development this week, conducting the final flight in its system development demonstration test - wrapping up flights in a test program that included 70,000 test points and 9,000 flight hours.
Joint Program Office Executive Vice Adm. Mat Winter, speaking at the Navy League’s Sea Air Space expo in National Harbor, Md., said the milestone comes at a time when the program is moving forward on negotiations for the next production lot contracts and as the contractors on the program are working to dramatically reduce production and sustainment costs.
​“This is real, folks,” Winter said.
“There are 280 aircraft out there operational, and ready to go to war. We own the fight.”

The US Marine Corps is experimenting with several ways to provide soldiers on the ground a link to sensor data gathered by the Lockheed Martin F-35 Lightning II and other unmanned aircraft on a tablet computer.
The effort was disclosed by Lt Gen Steven Rudder, deputy commandant of the Marine Corps for aviation, during testimony before a US House Armed Services Committee hearing on fiscal 2019 budget requests for combat aviation programmes.
In response to a question by Rep Jim Langevin about the service’s investment in “game-changing technologies,” Rudder pointed to the programme as what he called a simpler but impactful effort.
“We’re doing some experimentation right now out at our weapons tactics squadron with tablets,” said Rudder.
“The goal would be, if you look out into the future, that corporal, that squad leader that’s going into the objective area on his tablet he’s got the same information that the F-35 is seeing or any unmanned system in the area is providing.”

Superato un nuovo, importante traguardo .....
The F-35 program has accomplished the final developmental test flight of the System Development and Demonstration (SDD) phase of the program.
“Completing F-35 SDD flight test is the culmination of years of hard work and dedication from the joint government and industry team,” said Vice Adm. Mat Winter, F-35 Program Executive Officer.
“Since the first flight of AA-1 in 2006, the developmental flight test program has operated for more than 11 years mishap-free, conducting more than 9,200 sorties, accumulating over 17,000 flight hours, and executing more than 65,000 test points to verify the design, durability, software, sensors, weapons capability and performance for all three F-35 variants. Congratulations to our F-35 Test Team and the broader F-35 Enterprise for delivering this new powerful and decisive capability to the warfighter.”
The final SDD flight occurred April 11, 2018 at Naval Air Station Patuxent River, Md., when Navy test aircraft CF-2 completed a mission to collect loads data while carrying external 2,000-pound GBU-31 Joint Direct Attack Munitions (JDAM) and AIM-9X Sidewinder heat-seeking missiles.

Il leggendario 617 Sqn rinasce ufficialmente come reparto misto (RAF & RN) su F-35B .....
The Royal Air Force's 617 Sqn – the UK's first frontline unit to field the Lockheed Martin F-35B – has been officially re-formed during a ceremony in Washington DC.
Staffed by a mix of RAF and Royal Navy pilots and support personnel, lead elements of 617 Sqn are currently involved in training at MCAS Beaufort in South Carolina, using the UK's current 15 short take-off and vertical landing (STOVL) Lightning IIs.
The Ministry of Defence (*) says the UK's first F-35Bs will arrive at the type's home base at RAF Marham in Norfolk "this summer", with the service having previously outlined plans to transfer nine jets from the USA with support from Airbus Defence & Space A330 Voyager tanker/transports.

A senior US diplomat has threatened to use the Lockheed Martin F-35 programme as a retaliatory tool against Turkey for acquiring a sophisticated air defence system from Russia.
Assistant secretary of state for European and Eurasian Affairs Wess Mitchell’s remarks during 18 April hearing in Congress escalated a simmering confrontation with a NATO ally and combat partner against ISIS, which agreed to acquire the Almaz-Antey S-400 Triumf system even as it plans to take delivery of its first F-35A later this year.
Breaking from a string of ambiguous statements by the Trump Administration, Mitchell’s testimony made specific threats of potential retaliation if the Turkish government follows through on the acquisition of the S-400 system.
“Ankara claims to have agreed to purchase the Russian S-400 missile system, which could potentially lead to sanctions under section 231 of [countering America’s adversaries through sanctions act] and adversely impact Turkey’s participation in the F-35 programme,” Mitchell says.

Despite the celebrated rollout of the first F-35 Lightning II fighter jet for the South Korean Air Force last month, the fifth-generation stealth aircraft is not widely welcomed by the Seoul government.
The contract of procuring 40 F-35As signed under the former Park Geun-hye administration has been under intensive investigation with regard to possible influence-peddling over the Lockheed Martin-built multirole fighter’s selection process and price lobbying.
The Board of Audit and Inspection of Korea, or BAI, has widened its probe against the F-35 selection from Seoul’s 2014 F-X III competition, according to defense sources.

F-35B ..... dispiegamento in Giappone e relativi problemi .....
Since the US Marine Corps’ deployment of the Lockheed Martin F-35B Lightning II to MCAS Iwakuni, Japan in January 2017 the aircraft has been hit with an assortment of sustainment problems.
Many problems plaguing the first overseas deployment of the F-35 are logistical in nature and are related to the aircraft’s distance from maintenance and parts manufacturing facilities in the USA, according to a 25 April report titled “DOD Needs to Share F-35 Operational Lessons Across the Military Services” by the Government Accountability Office. (*)

F-35 alla Turchia ..... un altolà da parte di alcuni senatori USA .....
A bi-partisan group of US senators introduced a bill on 26 April to prevent the transfer of the Lockheed Martin F-35A to Turkey.
The bill would also block Turkey’s role as a maintenance depot for the aircraft, according to a press release issued by the senators.
The bill was introduced on 26 April by Sen James Lankford, a Republican from Oklahoma (*), Sen Jeanne Shaheen, a Democrat from New Hampshire, and Sen Thom Tillis, a Republican from North Carolina.

Intanto ..... prosegue l' integrazione di nuovi armamenti .....
Raytheon (*) ha comunicato di aver completato i test per l’integrazione dell’ordigno planante aria-sup AGM-154C JSOW (Joint Stand Off Weapon), in seguito all’ultimo lancio effettuato lo scorso 17 aprile da un F-35C della US Navy contro un bersaglio situato all’interno della Naval Air Weapons Station di China Lake.

Il problema sembra essere stato risolto ..... resta soltanto da stabilire chi pagherà il conto .....
The Pentagon is now accepting deliveries of the F-35 joint strike fighter again, after resolving a disagreement with Lockheed Martin over who should pay to fix a couple hundred jets, the company confirmed Monday.
However, it’s still unknown who will ultimately be left with the repair bill.
Spokesmen from Lockheed and the F-35 Joint Program Office declined to comment on whether the company or government will be held financially responsible for the production escape.

Should U.S. Block F-35 Deliveries To Turkey ?

Lara Seligman and Jen DiMascio - Aviation Week & Space Technology - May 15, 2018

In 2019, Turkey is scheduled to receive two major new pieces of military equipment: the U.S.-made F-35 stealthy fifth-generation fighter and the Russian-made S-400 surface-to-air missile system.
Deployment of both systems in the same country has already made U.S. and NATO officials so concerned about security that the Pentagon and the State Department are trying to halt S-400 deliveries to Ankara.
However, U.S. lawmakers are divided over exactly how they should respond.
One bipartisan group of senators is moving to block the transfer of Lockheed Martin F-35s to Turkey, even as Lockheed prepares to deliver the first Turkish aircraft to Luke AFB, Arizona.
And a contingent of House lawmakers is considering a provision in a fiscal 2019 defense policy bill that would stop short of restricting F-35 deliveries but could impede shipments of other U.S. exports there.
The back-and-forth on Capitol Hill adds another layer of complexity to the controversial geopolitical situation that the Pentagon and State Department have been grappling with.
But it remains to be seen whether the U.S. will ultimately take any concrete steps to prevent the sale.
The U.S. has $9.7 billion in active Foreign Military Sales (FMS) with Turkey, the last of which was a $70 million deal for laser-guided Joint Direct Attack Munitions (JDAM), which Congress was informed of in 2015.
Between 2013 and 2017, the U.S. made another $1.7 billion in direct commercial sales there.
Turkey is also an original production partner making key components for the F-35, “a testament to the strength of our defense trade partnership and continued potential for future growth,” a State Department official notes.
The U.S. has long tried to sell Turkey air and missile defense systems such as Raytheon’s Patriot.
But Ankara ultimately opted for the Almaz Central Design Bureau’s S-400 in a $2.5 billion deal.
The systems were originally scheduled for delivery in 2020, but that date has since been accelerated.
“In pursuing a U.S. air and missile defense solution, Turkey would benefit from top-of-the-line technology, as well as NATO interoperability,” the official says.
“In contrast, an S-400 acquisition could potentially trigger actions under the Countering Americas Adversaries Through Sanctions Act (Caatsa) and have serious ramifications for U.S.’ ability to do business with Turkey across the defense trade spectrum.”
But as the date for deliveries nears, lawmakers may take additional action.
Standalone legislation proposed by Sens. James Lankford (R-Okla.), Jeanne Shaheen (D-N.H.) and Thom Tillis (R-N.C.) would prohibit the use of U.S. government funds to transfer F-35 aircraft, intellectual property or technical data related to maintenance support to Turkey, according to the text of the bill.
Because the sale is not by the U.S. government but by the international F-35 consortium, Congress does not have the legal authority to block it.
Ankara is a development partner on the program and plans to purchase 100 F-35As in total, the first of which will soon be delivered to Luke AFB.
Given the limitations, lawmakers appear to have realized the best approach to preventing Ankara from receiving the Joint Strike Fighter is to eliminate funds for the planned transfer of the jets from Luke to Turkey in 2019.
Blocking the transfer of intellectual property and technical data would also mean Ankara could not perform maintenance on U.S. engines or service their own aircraft.
Turkey has been chosen to be the hub of F135 engine depot overhaul for all the European operators.
Engine production and maintenance would take place at the First Air Supply and Maintenance Military Center in Eskisehir, which already services F-16 engines, among others.
Turkish industry stands to make $12 billion through F-35 work, Lockheed estimates.
Under the senators’ bill, President Donald Trump could waive the limitation, but the terms are stringent.
Trump must certify to Congress that Turkey is not taking steps to degrade NATO interoperability; exposing NATO assets to hostile actors; degrading the general security of NATO member countries; seeking to import or purchase defense articles from a foreign country under U.S. sanctions; or unlawfully detaining U.S. citizens.
Officials are likely concerned that if Turkey operates both the S-400 and the F-35, the fighter’s security could be compromised.
And NATO allies, including the U.S., see the S-400 as a security issue for NATO’s wider missile defense network.
Czech Army Gen. Petr Pavel, chairman of the NATO Military Committee, says the S-400 is not just a sophisticated target-acquisition radar.
Even more important is that it is a database, he says, and Russian experts who come to install the system in Turkey could populate the database with NATO data.
“There is a big challenge,” Pavel cautions.
The House provision stops far short of prohibiting the sale of F-35s, because such a restriction would hurt the U.S. and its allies more than it would affect Turkey, according to a House Republican aide.
Rather, the legislation seeks a report on the impact that “increasing strains” between the U.S. and Turkey, “caused by provocative actions taken by the Turkish government over the past year, will have on all U.S. military and diplomatic activities currently conducted in Turkey, including joint operation of the F-35 and other military platforms.”
Other FMS sales, such as JDAM deliveries, could also be delayed.
Despite recent congressional moves, experts say it is unlikely the U.S. will take punitive action against Turkey over the S-400 purchase.
Kate Kizer, policy director of The Center for International Policy’s Win Without War program, says the U.S. government’s “paranoia” about losing market share to China and Russia is “a little bit overblown.
“The paradox of the U.S. being the largest arms exporter, I think, is that there is a paranoia, particularly in Congress, about losing the market share in some way. If we don’t sell these weapons to [Turkey] then China and Russia are going to move in and do it and then we will lose our ally,” she says.
“The whole baby gets thrown out with the bathwater.”
Pieter Wezeman, senior researcher with the Stockholm International Peace Research Institute, says Russia has not been successful in marketing its technology to the rest of the world.
There is a big difference, he says, between the one or two S-400s Turkey will receive from Russia and the more-than-100 F-35 buy.
“They haven’t really shown that they are very good in transferring technology and helping other states to build up their arms industry,” says Wezeman.
“I really doubt if we are going to see a very big change in the arms transfer relationship between the U.S. and Turkey.”

F-35 ..... ciascun servizio dovrebbe fare, d' ora in poi, da sè per quanto concerne lo sviluppo della propria versione del velivolo .....
​In the interest of “speed and agility” in prosecuting their pieces of the National Defense Strategy, the services should now begin evolving their unique versions of the F-35, Air Force Materiel Command chief Gen. Ellen Pawlikowski said Tuesday.
Speaking with defense reporters in Washington, Pawlikowski agreed with Pentagon acquisition, technology, and logistics chief Ellen Lord that “it’s time to start this transition” from one where the Joint Program Office oversees all of the services’ variants of the Joint Strike Fighter to service-specific program offices more tuned to the unique needs of their mission.

A qualcuno, in barba alla tradizione, piace chiamarlo ..... 'Pantera' ..... :shock:
It's Viper for the F-16, Warthog for the A-10, Moose for the C-17, Rhino for the F-4, and the list goes on.
The USAF, along with the other services, have long histories of giving their combat aircraft new names, oftentimes of the animal kingdom variety, after the planes had already received their official monikers.
This was near certain to be the case for the F-35 Joint Strike Fighter once it was assigned the less than thrilling official name of Lightning II.
Now it's become clear that a new name has caught on for the stealth jet among the top echelons the USAF's F-35 cadre, and that nickname is 'Panther.'

Lockheed Martin named Michele Evans as its deputy executive vice president for its Aeronautics business area starting June 4.
The company said Evans would be based in Fort Worth, Texas and responsible for programmes including the F-35, F-16, C-130 and Advanced Development Programs, also known as Skunk Works.
She will report to the business area's executive vice president, Orlando Carvalho.

Dopo il recente primo impiego in operazioni di combattimento dello F-35 da parte delle Forze Aeree Israeliane ..... ci si domanda quali potrebbero essere i futuri sviluppi .....

Turkish Minister: Ankara Could Go Elsewhere if US Bars F-35s .....

Turkey’s foreign minister reportedly said his country will go elsewhere for new fighter aircraft if the US bars its purchases of F-35s, the latest in a series of confrontational claims between the two countries on future military hardware.
Air Force Secretary Heather Wilson said Tuesday that Turkey’s planned purchase of the S-400 anti-aircraft missile system from Russia presents problems the US is discussing with Turkey.
The Senate Armed Services Committee’s version of defense authorization legislation includes language directing the defense secretary to submit a plan to remove Turkey from the F-35 program out of concerns over the S-400 purchase and that country’s imprisonment of US Pastor Andrew Brunson on espionage and terrorism charges.
According to Reuters, citing broadcaster NTV, Foreign Minister Mevlut Cavusoglu said Turkey could get aircraft from somewhere else, but the US would likely not be able to pull out of the deal.
“The pre-payments for this project have been made,” Cavusoglu said, according to the report,
“This is a comprehensive agreement. It’s not just purchasing, but also joint production.”

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is awarded $2,016,115,217 for modification P00004 to a previously awarded fixed-price-incentive-firm target, cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00019-17-C-0020) in support of the F-35 Lightning II low-rate initial production Lot 11 aircraft.
This modification provides additional funding for production non-recurring/tooling, administrative labor, partner unique items and Lot 11 production propulsion systems to include 10 F135-PW-100 propulsions systems for the Navy; 51 F135-PW-100 propulsion systems for the Air Force; and 24 F135-PW-600 propulsion systems for the Marine Corps.
Additionally, this contract procures 49 F135-PW-100 and 1 F135-PW-600 propulsion system for non-U.S. Department of Defense (DoD) participants and foreign military sales (FMS) customers.
Work will be performed in East Hartford, Connecticut (67 percent); Indianapolis, Indiana (26.5 percent); and Bristol, United Kingdom (6.5 percent), and is expected to be completed in May 2021.
Fiscal 2016 and 2017 aircraft procurement (Marine Corps, Air Force and Navy); and non-U.S. DoD participant and FMS funds in the amount of $2,016,115,217 will be obligated at time of award, $288,147,086 of which will expire at the end of the current fiscal year.
This modification combines purchases for the Marine Corps ($663,472,076, 33 percent); Air Force ($592,022,963, 29 percent); Navy ($136,042,051, 7 percent); non-U.S. DoD participants ($335,600,247; 17 percent); and FMS customers ($288,977,880; 14 percent).
The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Il GAO (Government Accountability Office) ha appena pubblicato un nuovo rapporto che potrebbe portare ad un rinvio della produzione a pieno ritmo del velivolo .....
The Department of Defense agreed with a Government Accountability Office report that it should resolve the Lockheed Martin F-35’s critical deficiencies before requesting funds to pay for full-rate production of the aircraft.
Waiting for the resolution of critical deficiencies in the F-35 Lightning II could delay the aircraft’s full-rate production, which the DoD had planned to begin in 2021.
The department had planned to defer resolving some critical deficiencies found in testing until after its full-rate production decision in October 2019, according to a GAO report released on 5 June (*).
However, the report cited concerns that fixing deficiencies after starting full-rate production could eventually create additional costs to the government.

Lockheed Martin ha consegnato il 300° F-35.
Si tratta di un esemplare per l’USAF destinato alla base di Hill, nello Utah.
I primi 300 F-35 includono 197 F-35A a decollo e atterraggio convenzionale (CTOL), 75 F-35B a decollo corto e atterraggio verticale (STOVL) e 28 F-35C, la variante per portaerei (CV), consegnati sia agli Stati Uniti che a clienti internazionali.

The DAS was previously manufactured by Northrop Grumman, which decided not to bid on the next generation system, saying it wasn’t an attractive business deal.
Lockheed did not disclose the terms or the amount of the contract in its announcement on 13 June (*).

Da RID giunge notizia che il primo F-35A destinato all' Olanda è in produzione presso la FACO di Cameri.
Viene inoltre fatto il punto sugli ordini e sulle prossime consegne riguardanti gli esemplari italiani .....

La Turchia riceverà, a giorni, il suo primo F-35A ... ma le polemiche continuano ...
The U.S. government is proceeding with plans to deliver the first F-35 to Turkey, with the country set to accept its first jet on June 21 despite opposition from some in Congress.
A Lockheed Martin spokesman confirmed to Defense News that it’s still gearing up for a rollout ceremony at its production facilities in Fort Worth next week.
“The F-35 program traditionally hosts a ceremony to recognize every U.S. and international customer’s first aircraft.
The rollout ceremony for Turkey’s first F-35 aircraft is scheduled for June 21,” the spokesman said in a written statement to Defense News.
“The aircraft will then ferry to Luke Air Force Base, Arizona, where Turkish pilots will join the F-35A training pool.”
