Typhoon .....
France and Germany agreed to study building together a new fighter jet to succeed respectively the Dassault Rafale and Eurofighter Typhoon following a July 13 joint Cabinet meeting held here.
Such a defense project marks a further step in the pursuit of a strong European defense, as a Franco-German combat aircraft would reverse a long-standing rivalry in export sales of that critical weapon system.
The two countries seek to draw up a roadmap by mid-2018 to develop the next-generation fighter, as set out in a document issued after the high-level meeting led by President Emmanuel Macron and Chancellor Angela Merkel, Reuters reported (*).

Oggi l' annuncio ufficiale del contratto .....
Il 31 gennaio scorso, Francia e Germania hanno siglato congiuntamente un contratto con Airbus Defence and Space e Dassault Aviation per la definizione dell'architettura generale del sistema aereo destinato a succedere rispettivamente a Dassault RAFALE ed Eurofighter TYPHOON, e del relativo comparto industriale.
Denominato Future Combat Air System (Système de Combat Aérien Futur (SCAF) per la Francia), nelle intenzioni deve essere un sistema di sistemi, incentrato su un nuovo caccia pilotato ma completato da altri elementi, fra cui velivoli senza pilota.
L'accordo ha un valore di 65 milioni di euro, pagati al 50% da ciascuna nazione.
Si tratta chiaramente di attività preliminari che daranno al progetto una forma “definitiva” stabilendo i prossimi obiettivi.
Il contratto sarà annunciato pubblicamente oggi da Florence Parly e Ursula von der Leyen, Ministri della Difesa francese e tedesca, che saranno in visita nello stabilimento Safran di Gennevilliers, nei pressi di Parigi, per presenziare alla firma di una Letter of Intent fra Safran e MTU Aero Engines.
Le 2 compagnie lavoreranno insieme per definire e sviluppare l'apparato propulsivo per il nuovo caccia che è parte di FCAS.

Spain has joined the existing Franco-German effort to develop a future combat air system (FCAS), which is scheduled to enter service by 2040.
During a NATO meeting in Brussels on 14 February, Spain's minister of defence, Margarita Robles, signed a letter of intent with her respective French and German counterparts, Florence Parly and Ursula von der Leyen, covering the country's integration into the programme.
Madrid says that the country is joining the initiative on "equal terms with France and Germany" and that the project will give Spain "leadership visibility" within European security and defence policies.

Dassault Aviation et Airbus commencent gentiment à perdre patience devant l'enlisement, au niveau politique, du programme de Système de Combat Aérien Futur ou SCAF.
D'où cet appel conjoint du président de Dassault Aviation, Eric Trappier; et du président d'Airbus Defence & Space, Dirk Hoke, à "garder une dynamique collective pour bâtir l'Europe de la Défense".
Un appel lancé à quelques jours du prochain Conseil des ministres franco-allemand qui doit se dérouler à Toulouse le 16 octobre prochain.
"C’était il y a deux ans déjà que le président Emmanuel Macron et la chancelière Angela Merkel ont convenu de développer conjointement le Système de Combat Aérien Futur (SCAF). Cette annonce, majeure pour l’Europe de la Défense, doit maintenant continuer à avancer par le lancement sans plus attendre de la phase de démonstrateurs du programme", soulignent les présidents de Dassault Aviation et d'Airbus Defence and Space.

Meanwhile, Airbus is continuing to object to Madrid’s selection of Indra to lead its involvement in the pan-European activity.
“We think it’s a mistake to select Indra as the Spanish coordinator for the FCAS programme,” chief executive Guillaume Faury said during an annual results presentation on 13 February.

An initial framework contract was signed in the first week of December that sees Spain take its place as an equal partner alongside France and Germany across all activities relating to the Future Combat Air System (FCAS, or Système de Combat Aérien du Futur/SCAF).
The signature completes a 10-month process to “onboard” Spain into the program in both the ongoing Phase 1A demonstration and the joint concept study phases.
Electronics company Indra had earlier been selected by the government to coordinate Spain’s industrial involvement while Airbus Spain will also be involved at a high level.
The demonstrator phase is arranged into seven technology pillars, each of which has a lead company working closely with main partners from the other nations.
The centerpiece pillar of FCAS - the New Generation Fighter (NGF) - is being led by Dassault, with Airbus Spain has its principal partner.
The teaming arrangement is reversed for the Low Observability pillar, with Airbus Spain leading and Dassault partnering.
Airbus Germany leads the Remote Carrier pillar, which is developing loyal wingmen and smaller unmanned platforms to form the New Generation Weapon System (NGWS) alongside the NGF, partnered with MBDA and a Spanish consortium of GMV, Tecnobit and Sener.
Other pillars are: Engine (Safran, with MTU and ITP Aero); Combat Cloud (Airbus Germany, with Thales and Indra); Sensors (Indra, with Thales and FCMS); and Inter-consistency and Simlab, which is a joint effort by national leaders Airbus Germany, Dassault, and Indra.

E' ancora presto per dichiararne il decesso ...
Il y a peu le programme SCAF était presque considéré comme mort, du moins dans sa configuration de base, on évoquait, il y a peu, un éventuel plan B du côté de chez Dassault Aviation.
Mais tant que le patient n’est pas déclaré mort, il faut le sauver.
A la manière d’une équipe médicale, les différents membres du projet se sont attelés à un difficile exercice sur le partage des tâches du programme afin de redonner une chance à ce dernier.
Les dernières nouvelles semblent plutôt positives, avec ce qui semble bien être un accord de base entre Dassault Aviation et Airbus.
Cette entente implique les trois pays du programme, la France, l’Allemagne te l’Espagne.
L’accord de fond débouche sur une nouvelle offre qui doit permettre la réalisation d’un démonstrateur.

The two companies leading the trinational Future Combat Air System (FCAS) effort have completed a deal on the program’s centerpiece: the next-generation fighter aircraft.
Airbus and Dassault reached an agreement that removed “the main obstacle” to launching the demonstrator portion of the fighter program, said the French Senate’s foreign affairs and defense committee in a Tuesday press release.
The agreement, called “a major turning point” by the panel, could be approved by the German Bundestag by summer.
The accord, first reported April 2 by La Tribune, comes after months of simmering doubt that the FCAS lead executives would be able to resolve important issues for the program’s progress ...

SCAF ... un programma ancora irto di incognite e ostacoli ...
Le SCAF (Système de combat aérien du futur), le projet français, allemand et espagnol, d’avion de chasse du futur va connaître une étape décisive: Annegret Kramp-Karrenbauer, la ministre fédérale allemande de la Défense, est attendue en début de semaine prochain à Paris où elle rencontrera Florence Parly, son homologue française.
L’enjeu est de taille: pour l’Allemagne et la France, il s’agit de s’engager définitivement dans ce projet industriel structurant pour la défense européenne.
D’ici vingt ans, le projet doit aboutir à un avion de nouvelle génération, pouvant emporter des drones armés.
Mais le chemin pour y parvenir reste semé d’embûches.
D’un côté il y a l’athlète - comme la France le désigne: Dassault aviations, l’industriel tricolore le plus en pointe dans la fabrication d’avions de combat.
De l’autre, un mastodonte industriel, ou plus exactement une hydre à deux têtes: Airbus Allemagne et Airbus Espagne.
L’enjeu: un travail pour trois.
Résoudre l’équation du programme SCAF fut par conséquent des plus complexe.

The French-German-Spanish team responsible for developing the engine that will power the European Next-Generation Fighter (NGF) has been formed.
As a first step, France’s Safran Aircraft Engines and Germany’s MTU Aero Engines announced a 50/50 joint venture known as EUMET GmbH (European military engine team) on April 29, following earlier letters of intent and terms of agreement.
On the same day, a partnership was announced between EUMET and Spain’s ITP Aero.
To be headed by a Safran-nominated CEO and based in Munich, Germany, EUMET will oversee the development, production, and support of the engine for the NGF, which is itself part of the wider Future Combat Air System (FCAS) program.
In addition, the joint venture will oversee the integration of the existing Snecma (Safran) M88—which powers the Rafale fighter - into the flying demonstrator planned for the NGF.

‘No compromises’ in agreement for next-generation fighter engine: Safran chief ...

Olivier Andries, Safran chief executive, says a three-way agreement with MTU Aero Engines and ITP Aero covering the development of a next-generation military powerplant has been reached with “no compromises at all”.
The pact, revealed on 29 April, details the workshare arrangement between the parties for the engine that will power the Next-Generation Fighter (NGF) to be operated from the 2040s by France, Germany and Spain.
Safran Aircraft Engines will lead the design and integration of the propulsion system, with its EUMET joint venture with MTU as prime contractor; ITM is a “main partner” to the effort.
Concerns had previously been raised that the inclusion of ITP in the project – driven by Spain’s admission to the Future Combat Air System programme in 2019 – would result in unequal workshare or other issues.
However, Andries told a first-quarter results briefing today that the agreement was “satisfactory”.
“We made very clear that certain underlying principles had to be respected in terms of clarity of responsibility, governance and also what we call the ‘best athlete’ principle: work has to be allocated according to demonstrated capabilities. This is where we are.”
ITP will be responsible for the low-pressure turbine and nozzle, areas in which already has experience, for example through the EuroJet consortium that builds the EJ200 for the Eurofighter.
As well as overall design and integration work, Safran will also look after the new engine’s hot section. MTU will handle services and support activities.
Development of the NGF itself will be led by France’s Dassault, with Airbus Defence & Space and Indra also participating.

The German defense ministry has forwarded a request to lawmakers seeking approval for almost 4,5 billion euros, or $5.3 billion, that would pay for the country’s contributions to the next stage of the Future Combat Air System.
Lawmakers on the Bundestag’s Budget and Defense committees are scheduled to consider the request next week.
It covers a collection of research and technology-development activities, collectively dubbed phases 1B and 2, between 2021 and 2027.
During that time, officials want to begin regular test flights with a demonstrator, constructed under the auspices of France’s Dassault Aviation.

Il Parlamento tedesco fa un passo avanti ...
Germany’s parliamentary budget committee this week approved the defense ministry’s requested €50.3 billion (€60 billion) budget for 2022 in Berlin.
The budget includes crucial funding for the Future Combat Air System (FCAS) that is being developed jointly with France and Spain for service entry around 2040.
Announced via social media by Germany’s defense minister, Annegret Kramp-Karrenbauer, the FCAS funding had earlier been contested in parliament, primarily on account of the system's planned ability to deliver nuclear weapons, and also over morality questions concerning the use of armed unmanned air vehicles.
