October is the time the Russian forces conduct their large annual exercises that almost always involve multiple launches of ballistic missiles.
Last year the exercise took place on October 30.
This year there was no formal announcement of an exercise, though.

Lockheed Martin today revealed the industry partners on its bid to design America’s next intercontinental ballistic missiles, as competitors Northrop Grumman and Boeing are staying silent on their teams.
John Karas, Lockheed Martin vice president and Ground Based Strategic Deterrent (GBSD) program manager, also revealed that the Air Force is open to bids that feature mobile control sites as part of the proposal.
The Lockheed GBSD offering teams the world’s largest defense company with General Dynamics, which will focus on weapon system command and control; Draper Laboratories, which will help develop the guidance navigation and control systems; Moog, to provide the cross-vector control systems; and Bechtel, to help develop the launch facilities.
For the propulsion, Lockheed is working with both Aerojet Rocketdyne and Orbital ATK in order to find the best options for the engine.
Karas said Lockheed is hoping to use “competition” to help drive down costs between the two companies.

The life-extension program for the B61-12 atomic bomb will cost just over $8.25 billion, according to a new estimate from the National Nuclear Security Administration (NNSA).
The new cost estimate was completed over the summer as the agency prepared to enter the production-engineering phase of the program.
The baseline cost of the program is $7.605 billion, with an additional $648 million in “funds leveraged from other NNSA programs for technology and manufacturing readiness,” according to an agency statement – money that has common applications across multiple weapon systems.
The 741st Missile Squadron at Minot AFB, N.D., recently conducted a successful simulation of six Minuteman III intercontinental ballistic missile (ICBM) launches, according to an Oct. 17 press release.

The US Sea-Based X-band Radar (SBX), one of the world's largest and most sophisticated phased-array X-band radar units, was deployed to the waters off North Korea in late September, Yonhap news agency quoted a South Korean military official as saying on 1 November.
"The [SBX] Radar was sent to an undisclosed location off the Korean Peninsula for a one-month deployment after departing Hawaii in late September," the official told Yonhap.
"It sailed back to its home port in late October," he added.

The Air Force has set an initial cost estimate of $62.3 billion for the GBSD program, but news reports pegged the estimate from the Pentagon’s office of Cost Assessment and Program Evaluation (CAPE) as coming in between $85-$100 billion.
That $85 billion figure is reportedly what Frank Kendall, the Pentagon’s top acquisition official, set as the baseline cost for the program.

The first report about the test appeared in a somewhat dubious publication (via Military.ru), it was largely confirmed by a number of other sources.
There is no official confirmation, though.
It appears to be an "ejection test," which tested the mechanism of the missile leaving its launch container (presumably mounted on a rail car, although it is not clear if this test involved an actual rail car).
It is still rather far from a working missile, but it's a step in that direction.
