In a surprise move, Senate Armed Service Committee Chairman John McCain is looking to eliminate the F-35 joint program office, currently the hub of the gargantuan operation that spans three US services and 12 nations.
The provision in his version of the defense policy bill, approved by the committee Thursday as part of the 2017 National Defense Authorization Act, would disband the joint program office (JPO) after the F-35 reaches full-rate production in April 2019.
The responsibility for the program would then fall to the US departments of the Navy and the Air Force, according to a summary of the bill released Thursday.

Disbands F-35 Joint Program Office following the full rate production decision scheduled for April 2019 and devolves responsibilities to Departments of the Navy and the Air Force.
Despite aspirations for a joint aircraft, the F-35A, F-35B, and F-35C are essentially three distinct aircraft, with significantly different missions and capability requirements.
Devolving this program to the services will help ensure the proper alignment of responsibility and accountability the F-35 program needs and has too often lacked.

The Danish government’s decision to recommend the F-35A Lightning II as the country’s preferred multi-role next-generation fighter option is likely to stir a heated, political debate focused on the affordability of the fighter procurement program (FPP).
Moreover, leading opposition parties are unhappy that the total cost of the FPP, conservatively estimated at DKK 56.4 billion (US $8.6 billion), will need to be found within the Danish military's existing low-spend financial framework.
The cost of aircraft acquisition, within the total estimated appraisal, amounts to DKK 20 billion.
This delivers a flyaway per unit cost of about DKK 729 million.
The DKK 56.4 billion total capital outlay appraisal includes life cycle costs based on a projected 30-year, in-service estimate.
"There will be an intense debate on this. There are varying views on cost, affordability and the number of fighter aircraft that Denmark needs. It will be up to the national parliament to decide the direction and outcome of this project," said Marie Krarup, the Socialist People's Party spokesperson on defense.

In about a week, most of the Dutch component of the F-35 Joint Operational Test Team will head to their homeland where they will conduct test sorties and introduce their fifth-generation fighter to the Netherlands people, which falls in line with a promise made by Netherlands Defense Minister Jeanine Hennis-Plasschaert to bring the jets home for an up-close and personal viewing for the public.
The two Dutch F-35As will takeoff from Edwards and land at Naval Air Station Patuxent River in Maryland.
After fueling up and running some checks, the duo will head out on their roughly seven-hour transatlantic flight followed by two RNLAF KDC-10 aerial refuelers and a NATO C-17 carrying gear and spare parts.

Boeing is challenging the Danish government’s recommendation that Denmark select Lockheed Martin’s F-35 for its next-generation fighter fleet, claiming that the Danes used flawed data to determine the cost of each plane.
Boeing Vice President Debbie Rub told a Danish parliamentary committee in a private hearing Thursday that the recommendation that Denmark buy 27 F-35s to replace its aging F-16 fighter fleet was based on “incomplete and possibly flawed data,” the company confirmed to Defense News.

It is possible to articulate constructive reasons for breaking up the JPO, but do not be fooled.
McCain has a hard-earned reputation as a slayer of military acquisition programmes.
Many of his previous take-down attempts – including leased Boeing 767 tankers, an AgustaWestland-built presidential helicopter, a GE Aviation/Rolls-Royce alternate engine for the F-35 and the Lockheed F-22 – found their mark.
McCain has called the Joint Strike Fighter programme a “scandal and a tragedy” and “worse than a disgrace”.
Make no mistake: McCain is not making a good faith attempt to improve F-35 bureaucracy.
His proposal is a calculated ploy to divide and conquer.
The JPO consolidates management of three major F-35 variants developed in partnership by one set of nine countries and acquired so far by a different set of nine countries.
To disband that organisation is to weaken the power of the programme it oversees.

British engineers have developed a thermal metal coating to protect the flight deck of the Queen Elizabeth Class Aircraft Carriers from the heat.
The carriers, soon to be the Royal Navy's largest ever ships, are protected by the coating from the heat which results from the immense thrust of the engines of the new F-35B Lightning II fighter jets.
Specialist teams from across the Aircraft Carrier Alliance have developed the unique protective coating using a combination of aluminium and titanium, to withstand temperatures of up to 1,500 °C and is expected to provide protection through the 50-year life of the carriers.

Earlier today, the first test results were presented to the members of the Commission for Consultation and Awareness for Environmental Health (COVM) as well as the media.

Generally, the survey states that the local residents note only small differences; this is supported by sound measurements in the nine settlements.
The maximum difference was approximately 3dB.
At present, the NLR is working on the results of the second flight.

Let me get this out of the way: the trillion dollar F-35 fighter jet program is an embarrassing mess.
But it’s hard not to marvel at the very expensive technology’s promises.
This conflict squeezed my brain this week, when the Air Force stopped by Gizmodo’s office with a $400,000 F-35 helmet in hand.
They even let me wear it.
The helmet is undeniably beautiful, a glistening orb of woven carbon fiber with a computer hidden underneath.
It belongs to Major Will Andreotta, a seasoned fighter pilot based out of Luke Air Force Base and the F-35A Heritage Flight Commander.

“The F-35 Joint Strike Fighter program is the largest and most expensive acquisition program in the Department of Defense’s history. The full capabilities this aircraft will eventually provide are critical to America’s national security, our ability to deter our potential adversaries around the globe, and if necessary, respond with overwhelming force to any future conflicts that may require military intervention."

“But at the same time, the F-35 program’s record of performance has been both a scandal and a tragedy with respect to cost, schedule, and performance. And it’s a textbook example of why this Committee has placed such a high priority on reforming the broken defense acquisition system."

“The F-35’s schedule for development has now stretched to more than 15 years. Costs have more than doubled from original estimates. Aircraft deliveries amount to no more than a mere trickle relative to the original promises of the program. The original F-35 delivery schedule promised 1,013 F-35s of all variants would be delivered by the end of fiscal year 2016. In reality, we will have 179."

“Those F-35 aircraft being delivered are not being delivered as promised. They have problems with maintenance diagnostic software, radar instabilities, sensor fusion shortfalls, fuel system problems, structural cracks from service life testing, engine reliability deficits, limitations on the crew escape system that cause pilot weight restrictions, and potential cyber vulnerabilities. This list is as troubling as it is long."

“At long last, we are approaching the end of the long nightmare known as ‘concurrency’ – the ill-advised simultaneous development, testing, and production of a complex and technologically challenging weapons system that the Department estimates will end up costing the American taxpayers $1.8 billion."

The Canadian government wants to acquire the Super Hornet to fill its fighter-jet capability gap on an interim basis, a move that would also take the pressure off the country’s prime minister on the thorny political issue of the F-35.
Liberal Party Prime Minister Justin Trudeau had promised during last year’s election campaign his government would never buy the F-35 Joint Strike Fighter, but that plane is still favored by Canada’s air force.
Any decision to exclude the F-35 from a competition to acquire new jets could also spark a messy legal battle.
But the proposed deal to buy Super Hornets on an interim basis would push off any fighter competition well into the late 2020s, allowing Trudeau to keep his election promise while dealing with the issue of replacing the country’s aging fleet of CF-18 jets.

The contention that the F-35A, F35B, and F-35C are essentially three distinct aircraft with significantly different missions and capability requirements misses the mark and does not take into account the essential role that the F-35 Joint Program Office plays in the program, or the international nature of the program and the role that the international partners will continue to play for the remainder of this, the most complex cooperative weapons program DOD has ever undertaken.
The follow-on modernization effort, which is just beginning, and the challenging transition from development to global sustainment and life-cycle support require continued management of the enterprise from a central Joint Program Office.
While a transition to individual, Service-led, F-35 variant program offices might conceivably be advantageous at some time, now is not that time, and retaining the current program structure for the Follow-on Modernization program, with its existing oversight mechanisms, is the most prudent approach.

Pronta, ovviamente, la replica dell' irriducibile McCain .....
McCain blasted the memo, which he called a "statement of administration policy," a bureaucratic product and "a sorry defense of the status quo: misalignment of authority and accountability, deficits in strategic integration and harnessing innovation, bloated staffs, a broken defense acquisition system."
"In its laundry list of imaginary doomsday scenarios, the Administration repeatedly misstates and misconstrues provisions of the NDAA, leaving one to wonder how closely Administration officials read this legislation, or whether they read it at all," McCain said.
"I hope when the NDAA reaches the President’s desk, he understands the critical importance of this legislation to our national security better than his Administration seems to now.”

Canada ..... come prevedibile ..... :boxing:
The Liberal Party government’s consideration of a purchase of an undisclosed number of Super Hornets as an “interim” aircraft to deal with a fighter capability gap touched off a storm of controversy in the House of Commons.
Conservative Party leader Rona Ambrose accused Trudeau of selecting a fighter jet without the proper knowledge of what the Royal Canadian Air Force needs.

Danimarca ..... il Parlamento approva .....
Denmark’s parliament agreed to a deal with Lockheed Martin to spend $3 billion, or 20 billion kroner, to buy 27 F-35 Joint Striker Fighter jetson replacing its aging fleet of fighter planes.
The total cost for the lifespan of the deal, assuming some planes last as long as 30 years, would be 55 billion kroner, said Henrik Dam Christensen, defense speaker for the opposition Social Democrats.
The F-35s will replace old Lockheed Martin F-16s, which Denmark has used since the early 1980s.

Gli Olandesi ..... volanti .....
On Wednesday 1 June, Airheadsfly.com boarded Netherlands Air Force 65, a KDC-10 tanker aircraft.
We boarded the very same aircraft earlier this year for air-to-air refuelling with F-16s, but this time something else was around, looking for fuel.
Archer 1, a Lockheed Martin F-35A, first presented itself on the KDC-10’s left wing, then refueled using the tanker’s boom system.
The fifth generation fighter jet then continued to the right wing for some formation flying.
