Two units recently successfully tested the bomber force’s ability to configure, load, fly, and deliver an unarmed version of the AGM-86B nuclear-capable air-launched cruise missile, according to a release (1).
Air Force Global Strike Command’s 2nd Bomb Wing and Air Combat Command’s 49th Test and Evaluation Squadron conducted the extensive exercise, known as the Nuclear Weapon Systems Evaluation Program.
“Exercises, weapons tests, and operations are an important part of validating that our deterrence force is safe, secure, effective, and credible, 24 hours a day, seven days a week,” Brig. Gen. Andrew Gebara (2), US Strategic Command deputy director for nuclear operations, said in the release.
Lt. Col. Joseph McKenna, deputy commander of the 2nd Operations Group, said the evaluations provide an assessment and instill confidence in the safety and effectiveness of the nuclear deterrent.
“Credibility is the cornerstone of deterrence,” he said.
The AGM-86B (3) is designed to be launched from outside a combat area, protecting aircrews from enemy fire while allowing accurate strike capabilities.

The test was conducted at 41.326°N 129.010°E, near the location of North Korea’s last test in February 2013, which was conducted at 41.302°N 129.066°E.
Both test sites are a short distance from the North Korean nuclear facility at Punggye-ri.
According to the European Mediterranean Seismological Center, the epicenter of the detonation was approximately 2 kilometers underground.

A US Air Force B-52H Stratofortress from Andersen AFB, Guam, conducted a low-level flight in the vicinity of Osan AB, South Korea, on Jan. 10, 2016.
The B-52 was joined by a ROKAF F-15 Slam Eagle and a US Air Force F-16 Fighting Falcon.

A B-52 heavy bomber operating from Andersen AFB, Guam, conducted a low-level flight over South Korea on Sunday in a show of force following North Korea’s recent nuclear test.
The Stratofortress was escorted by a US F-16 and South Korean F-15K Slam Eagle.
"This was a demonstration of the ironclad US commitment to our allies in South Korea, in Japan, and to the defense of the American homeland," said Adm. Harry Harris, US Pacific Command boss, in a release .....

Air Force Gen. Paul Selva, the vice chairman of the Joint Chiefs of Staff, declined to get into classified intelligence following the flight, but said North Korea “didn’t shrug” at the B-52’s flight.
“North Korea is very aware of the presence of aircraft,” at Andersen AFB, Guam, Selva said at the Brookings Institution in Washington, D.C.
While the Air Force’s B-52 fleet is old, it will fly well into its 80th year and stay modern based on continuous upgrades to keep it a “robust platform” and a mainstay of the Air Force’s part of the nuclear triad,” Selva said.
While the nuclear arsenal is not likely to be used, the military still needs to invest in the stability of the weapons, the integrity of the command and control system, and the health of the delivery platforms to keep the nuclear deterrent effective, he said.

The Minuteman III ICBM, assigned to the 90th Missile Wing at F.E. Warren AFB, Wyo., “became non-operational during a diagnostic test,” and the accident happened when maintenance personnel were troubleshooting the problem, according to the press release.
No one was injured, and the mishap did not create a public safety hazard, the Air Force said.
An investigation found that the maintenance team chief was properly trained but “mistakenly performed an action not directed by the technical guidance.”
He and the two airmen on his team were decertified, but returned to duty after being retrained and recertified.
Despite the timing of the incident, the Air Force kept the details from Pentagon investigators, according to the Associated Press .....

First, the president should cancel two programs: an effort to consolidate variants of the B61 gravity bomb—a lower-yield nuclear weapon dropped from fighter aircraft—as well as a program to produce a new cruise missile launched from a bomber that is able to maneuver to its target.
Second, the president should revise deterrence requirements that currently constrain modernization plans.
Third, the White House should order the Pentagon to generate analysis in order to inform the next Nuclear Posture Review regarding options to limit the modernization plans.

Robin Rand, the commander of Air Force Global Strike Command, told the House Armed Services Subcommittee on Strategic Forces, on Tuesday .....

“We must continue efforts to modernize the Minuteman III weapons systems, where appropriate, until we bring the ground based strategic deterrent online. This is an absolute critical national interest that will provide strategic deterrence, and if needed, global strike, for years to come,” Rand said.
“The Minuteman III with each year becomes more and more obsolete, and I am concerned that if we don’t replace it … we will not be able to provide the capabilities that are needed.”
Upgrades to the Minuteman III in lieu of replacement would likely be very costly and also wouldn’t give the Air Force the capabilities it needs, Rand said.
